No. In any country without registration, you cannot do any clinical programs. You can go for non clinical programme, get yourselves registered with UG and then do your Masters.

Hello Kishor,
If you take CAT exam in 2018 then you would get admission into a particular B-School (only if you clear the interview rounds) the next year i.e. 2019. Since the full-time MBA program is of two years duration, you would graduate in 2021 (assuming you clear all the necessary exams).
