Firstly there is a huge gap 8 years between the year you left your education and today, secondly as you also have backlogs this makes it further more difficult to pursue your degree from the same year i.e. third year. The Best option in such a situation would be that you should do your degree from the beginning as in from the first year through correspondence or opt for one sitting degree (although, one sitting degree is not advisable as it doesn't hold much value in job market, but if you just want to complete your education then that can be the good option)

US is one of the finest study destination to pursue graduate course, there are many good universities in US which offers graduate degree in various fields, such as:
Civil engineering.

In order to pursue graduate degree from US, you need to have:
Good academic record, preferably 60%-70% plus in graduation.
Relevant undergraduate degree from recognized university.

Fall(August) intake.
