You first complete CCNA course from cisco networking academy or any of the authorized cisco learning partner and then appear in then certification exam. GRE is a test which need to be taken by students who wish to pursue masters degree in science and engineering fields.
GRE score are accepted by universities in:
- US.
- Canada.
- Singapore.
- Germany, etc.

Certified CCNA's are in huge demand these days, it helps you in getting good placements. Job profile will be of network engineer, systems engineer, IT engineer, system administrator. This is a dynamic, challenging and rewarding profession.
You can get a job on the basis of your certification and Electrical Diploma but not too good. I would suggest you to go for CCNA and simultaneously pick B.E/B.TECH 2nd year (lateral entry) through distance education.
