Firstly, every university must be approved by UGC. Now, if your course is not approved by AICTE, then it may or may not create some problems for you in future. If you are studying in a deemed university or in CAMPUS of the university (not in its affiliated colleges) approved by UGC, then even if your course is not approved by AICTE, it will not create any problem. This is because universities do not require AICTE approval compulsorily. They might apply for approval from AICTE just to add another feather to their cap. It is the colleges which require compulsory AICTE approval, so if you are directly studying at the university you do not need to worry. On the other hand, if you are studying in a college affiliated to some university and your course is not approved by AICTE, then it can create a lot of problems. For eg. , you will not be considered for government jobs, you may be declined a private job (even if you are better than other candidates), etc.

Yes, you have to qualify in one of the following exams in order to get into IIT. CAT: (Common Admission Test) to get enrolled into MBA programme at IIT Kharagpur, Madras, Delhi, Kanpur, Bombay and Roorkee.
GATE: (Graduate Aptitute Test in Engineering) for M.Tech courses at various IITs and IISc.
IIT-JAM: The Joint Admission Test is an admission test to Master of Science (M.Sc. ) and other post-graduate Science programs at the IITs and IISc.
UCEED : Undergraduate Common Entrance Examination for Design is an entrance exam for the admission in Bachelor of Design. Available only at IIT Bombay and Guwahati.

Perhaps what you are saying is that, after completing your 3 years of study in a Polytechnic College doing Diploma in mechanical engineering you are no more interested in further studies, but is looking for jobs. Right? If this is so it is okay. There are plenty of Jobs available for Diploma holders in mechanical engineering. Indian industry is already showing signs of revival and is hiring in good numbers. Yes, you can get admission for MBA Eligibility for MBA in reputed universities is approximately 50% marks in your Bachelor's degree+you may have to qualify some entrance test and an interview, depending on the university you choose. You can pursue your MBA in different streams like MBA, Information technology, Hospital and Healthcare Management, International Business, Tourism and hospitality, Supply chain and logistics, financial markets, banking and insurance or you can go for MBA (Hons) also. So, you can choose any of the above-mentioned streams according to your interest. But the most important thing is that from where you pursue your MBA.
