Hello Christopher Sabhnani, at Sikkim Manipal University the fee structure is as follows :
All the students have the choice of opting for ANY ONE of the following two payment options. (inclusive of exam fees of Rs. 1,500)
will be charged.
Semester-wise payment:

Hi,
Graduates in any discipline irrespective of percentage or division of marks or medium of examination are exempted from passing the Foundation Program and eligible for direct registration for the CS Executive Program exams.
If a person is enrolled or appearing such examination (as mentioned above), then s/he may be provisionally enrolled and final certificates to be produced within 6 months of provisional enrollment.

Hi,
As per your query it seems that you are currently pursuing B.Tech in Agriculture Engineering and further wish to pursue masters degree from universities abroad.
So regarding this please remember as the medium of education in universities abroad is english so all the international students whose first or native language is not english have to take TOEFL or IELTS test to prove their english language proficiency.
So if your first or native language is not english in that case you need to take TOEFL or IELTS test, without these test it would not be possible for you to get admission in universities abroad.

Independently, you can research to some extent during Ph.D. but that too would require institutional help like literature, simulation tools and experimental set up.
