The admission procedure differs with countries and also universities. Your budget is low, so you can check universities in Germany but they are too competitive. You must take IELTS, GATE or GRE. You must also check education loan options or you will hardly find any options.

The eligibility criteria for PGDM in HRM at SXCKOL is:
Final degree appeared or graduates in any discipline from a recognized university.
Please note the candidate appeared for final year degree is required to mention combined marks for previous semester/year. Students with arrears or supplementary papers are not eligible.

If you could make it to top B-schools through the entrances conducted by Christ, BHU, NMIMS, MSRIM, Alliance, PSG, St. Joseph, St. Xavier's, Amity Global, DU, etc. then BBA is a better option than engineering.
