Hello,
It is recommended that you can join a coaching institute as it increases the probability of qualifying the entrance examination. These institutions provide a proper guidance to the student. They also take periodic tests for the student to assess his strong and weak zones and the student can focus more on his weak zones.
Though, it isn't mandatory to join those institutes and there are many students who have qualified even without joining any coaching institute, I firmly believe that joining those institutes is recommended. Without the support of those institutes, it will be tougher for a student to qualify in NEET.

Yes, Chandigarh University is a good option to pursue B.Sc Agriculture. It has a great infrastructure and great faculty members. It has high class facilities full Wi-Fi campus. Moreover, it has wonderful placements, 400 companies visited campus this year.

You are not eligible for M.Sc CS / IT because of your non mathematics background. Although, majority of MCA colleges also have mathematics as mandatory requirement, but some universities such as IGNOU allows non mathematics students to do MCA. You may evaluate doing MCA from such colleges to fulfill your dream of becoming an IT professional.
