DoMS IIT Roorkee doesn't consider sectional cutoff, only the overall percentile is considered.
OBC student having more than 80 percentile have a good chance of getting the interview call. Further selection depends on the profile, work experience, performance in GD-PI, etc.

Target a CAT score of above 95 percentile if you want to get into top 25 B-schools in India. Usually, IIMs do not provide specialization and give a diploma in General Management. You will get a PGDM/MBA degree from such colleges. While colleges like S.P Jain gives MBA/PGDM with Marketing/Finance/Operations specialization.

The CMAT cutoff for XIME Bangalore in this year (2023) is likely around80 percentile. Moreover, the percentage for admission may vary with respect to the criteria or the class of students.

The cutoffs for XIME Bangalore os this year (2023)  for the different categories:

General:- around 80 percentile 

OBC:- 75

SC :-70

ST:+ 65

It may slightly vary with respective to the different academic years.

With a budget of 7 lacs you can get very few colleges and few I know in Bangalore are AIMS (PGDM), ABBS, M. P. Birla, SIBM and XIME.
