Well IPS is one of the premier services under the ICS and the exam is conducted by the UPSC. The exam is conducted in two phases: Preliminary test (CSAT) and Main Written Test.
CSAT: It is an Objective type examination consisting of Two Papers that is common to all candidates from 2011 having special emphasis on testing their aptitude for civil services as well as on general knowledge.
Main Exam.: Those who qualify the CSAT exam are shortlisted for the Main exam. It is a descriptive (essay type) examination. The General Studies, Essay paper, English Paper are common to all candidates and with this a candidate has two optional subjects to choose from the given options and a language paper of his / her choice. After qualifying the test, shortlisted candidates are called for the interviews and then the final selection takes place.
As for preparing through part time mode is concerned, the option is rare, however you can start with self study or may contact and institute for study materials if such provision is available.

Dear friend, we do understand your worry and query very well. you are right. before joining any institute students must take advise from many people but should not be confused.
howeve i would like to suggest :
you must check theri websites, allumany counsel, the grow of rresults, the managemment committee of the institutes,
you must talk to the lecturers and students of the institutes.
you have to visit the campus personlly and check the information which you obtained is correct or not.
you can also read and listen news about the institutes.
you must cross veryfy the prospects and the campus and advertisements which they publish.
nowadays institutes do not provide the facilities which they mention in the prospectus. you can visit the hostels and mess of the institutes where you will come to know the reality.

Well to opt to prepare for the Civil Service entrance, you require to be eligible for the same and for which you would require to be a graduate degree holder from a recognized University and age not exceeding 30 years.
As such there are no definite steps to prepare for the exam but then the tips like Material Collection, gathering Syllabus and Previous questions papers, solving more and more questions and touching each part of the curriculum is very important as the exam for the civil services are highly competitive and can raise questions from any subject.

dear friend, we do understand your worry and your frustration. but i would like to say that try for CA once again as it very good career option in life. there are many people who frustrate in first or second attempt even they work hard.it does not meant that they should leave the track or option. there is one proverb we often tell our friends "TRY TRY but DONT CRY.
you use the electric bulb to create light at night. do you know how many times that fellow (who invented the electric bulb) failed to make it? he failed 100 times and finally he invented the bulb and now we are using the same bulb everyday at nigh.
one more example is about Former President Dr. Abdul Kalam. he was aloso disappointed when he went to Dehardun for interview but now you know where well about him.
so i would suggest you just try for CA once again
