IAS is the highest service in India where as the PCS works in a particular state only. PCS is the highest state controlled service in a state recruited through the State Public Service Commission, while IAS is controlled by the Union Government of India though the salary is provided by the states and they have the power to suspend the IAS officer. No, the UPPSC is the name of the state commission that is Uttar Pradesh Public Service Commission (UPPSC) and PCS means the Provincial Civil Service. The State PCS Officers can be promoted to the IAS subject to certain conditions laid down by UPSC. Every year, out of the total vacancies of IAS (in a state), 33% is filled through the promotion. The minimum years of service is 12 years. Only after completing this much years in service, the candidate become eligible for such promotion. The UPSC will form a Committee for the promotion in the Chairmanship of UPSC member. States Chief Secretary will also be the member of that Committee.
