Yes, you can definitely study for your graduation and certificate course simultaneously. Many students do that even I did that. Just see to it that your certificate course does not overlap with your normal college timing as attendance in both the cases matters.

Sorry to say girl, but these marks will not help as you must secure a rank below 3000 to get a seat in any of the government institutions.
All I can say is you may try for private colleges like Amity, Sushant School of Architecture or Galgotias, as other institutions or majority of them accept NATA score.

Not so good. The openings for this field of job are very less. You need to get placed from the campus you studied at. It's difficult to find a job outside your campus.

There is no common counselling for NATA qualified candidates. After the results are declared, the candidates will be able to individually apply to the institute of their preference. The details regarding the counselling process will be announced individually by the institutes. As per the schedule of their preferred institute, the candidates will have to apply for admission and submit their details. NATA scores will be considered for allotment of seats.

The fee for CPL is always inclusive of SPL and PPL.
SPL will be issued by Flying school itself and PPL you will have to get issued by DGCA, after you finish it's requirements.
It is no necessary to get PPL issued because in any case you are pursuing for CPL and you will be given all the privileges of CPL that will automatically include the privileges of PPL.
Usually the fee is including all the expenses, still a bifurcation should be taken from the flying school at the time of admission.
DGCA expenses like license issue fee are not included.
