There is no proper cut-off. You will have to give entrance exam for MA in political science and on the basis of your entrance exam performance they will allot you a college and eligibility for giving entrance exam is securing 55% and above in B.A Honours in Political Science from any college affiliated to the University of Delhi or B.A (Hons.) in any one of the subject securing 60% aggregate.

Yes, the cutoff for the last year has gone to a large extent, up to 1 lakh for CVR College among those who appeared for TS EAMCET. You'll hence easily get admissions in it.

If she is interested in job, then she can continue with Wipro, and also she is interested in learning experience, then she should continue, and if she want pursue higher education, then she should pursue B.Tech with higher education. University of Kerala offers MD and MS course for various All India categories. Considering the Round 2 seat allotment cutoff, the last-round ranged between 3926 and 18295 for the General AI category. Among all the courses, the most competitive course was MD in Pulmonary Medicine and MD in Radiotherapy was the least competitive course. Everything depends on category, and the cutoff which varies from year to year. For general category, 15k rank may be the last at which you can get admission in MNNIT.
For mechanical engineering, it can be 7k approx

Probably, it is possible but we can't say anything without counselling. MS Ramaiah Medical College for MBBS is a very good college of Bangalore and I don't think your friend can get admission in this college because his NEET marks are not so good to get admission in this college.
