Prometric are the test centers fro several undertaking certification and the services are provided for the same.
SCJP is a Java Certification offered by the Sun Microsystems and is offered by several institutes like the reputed ones as that of NIIT, Aptech, CMC etc.

Well the information given by you seems inadequate as it is difficult to predict the kind of job you have and what kind of career are you focusing upon.
Yet, There are several courses available of short duration like computer courses - networking, hardware, computer security or you can look for courses in Animation, Multimedia. If you studied Bio then you can look for the Clinical research etc.
Likewise there are several courses but it is difficult to give any specific information as there is nothing specified as to which stream / subject you are keen to pursue a career ahead.

As you are already doing a degree programme in Engineering I would suggest that you should concentrate on your Engineering, reason being if you perform well on the programme you probably would not require any other short term programmes. However, In case you want to get into any short term courses related to Electronics and Telecom you can opt for courses like VLSI Design, Embedded Systems, digital circuit design or other automation related courses you can also opt for some networking certifications.
I would like to add here that CDAC which is a government institute of repute provides several short term technical courses, so you can explore that option.

Talking about Military Colleges, you can check for: Bhonsala Military College, College of Military Engineering etc. Lastly about you MA Psychology you can take Psychology as one of the subject option while giving your Final Exam.
