There are several Institutes providing distance learning programs in Management. Few of the good ones are:
IGNOU
Annamalai
IMT
Symbiosis
Amity
However, I would suggest that before enrolling for any University you should check on few of the parameters such as: : What does the B-school offer, Whether it provides the specialization you are looking for, how is the course curriculum, quality of Faculty, as in their educational background. I would also suggest you to visit their campuses before enrolling & try and talk to the faculty members and take as many details as possible about their distance learning program.

Humboldt University of Berlin doesn't offer MS program in mechanical engineering however you can try mechanical engineering from these universities of germany:-
1. University of Applied Sciences Esslingen,
2. University of Siegen,
3. RWTH Aachen University,
4. Ravensburg-Weingarten University of Applied Sciences,
5. University of Duisburg-Essen etc.
The duration of the program is 18- 24 months in most of the universities kindly refer the university websites for further details.

If English is not your mother tongue then you are required to take a language proficiency test. You may request a waiver if your degree (minimum two years' duration) was conducted exclusively in English, or you have lived or worked in an English-speaking country for at least two years since graduation. However it's always recommend to give IELTS or TOEFL test just to enhance the application and possibilities of getting admission so i would suggest you don't apply without IELTS / TOEFL score.
