As per your query I would suggest you to:
1. First decide which course you wish to pursue.
2. Once the course is decided then you need to shortlist the universities offering course of you interest.
3. Once universities are shortlisted then you need to check the eligibility criteria and if you meet the eligibility criteria you may then apply accordingly.
4. Once you apply to the university and if you meet all the eligibility criteria the admission department of the university will issue you a I20.
