1. If you are interested in quantitative and statistical analysis, then learn SAS.
If you are not so mathematically, and statistically oriented, and would rather be doing jobs such as project management, business analyst, then go for SAP.
2. I would say that SAS is more about statistics and is a reporting tool/language. SAP on the other hand is does just about everything from Human Resources to Accounting and splits Accounting into General Ledger, Accounts Payable/Receivable (Finance in SAP speak) and stock control (Logistics in SAP speak).
3. To add on I can suggest you a few companies currently hiring in SAS are GE,Genpact, Standard Chartered Bank, Fidelity, HSBC, HP, Accenture, WIPRO,TCS, IBM India, American, Express, Ranbaxy, Cipla, WNS, Barclays,Tech Mahindra, HCL, Infosys, and many more.
While SAP is worldwide acceptable in all the segments.
4. As far as the designation is concerned after you successfully complete the course there are very well paying career as SAS analyst, programmer, developer or consultant.
And same goes with SAP as in you can see yourself as a Business Process Analyst or Pre-Sales Consultant, Implementation Consultant or even Solutions Development Consultant.

IF this is so then be informed that for any management course through distance education the fee element is between 50,000 to 1,00,000 per year for the 2 year course. The fee depends upon the institution. Regular course also demand fee approximately in this range. In some highly reputed institutes it is even higher.
