As such its difficult to get quality engineering/ welding technology program in Germany and that too in English language however i would suggest you to try relevant programs in Technical University Munich, Heidelberg University , Aachen University . Universities might ask you the GRE score and Toefl score if program is not English.

Yes, it is better if you take language as a first option as political science is not a school subject and economics is a small subject taught at school level in Maharashtra
