you have to clear IBPS exam which is conduct by government for government banks. and you can search job in private bank also, they also do online exam and interviews for job. In my point of view you can join any banking diploma which is help you in both bank. but if you should complete you graduation from commerce field, other wise you are not eligible for banking field.

It's good that you have done CCNA R&S.
Anytime, CCNA Security is better option because industry is looking for security admin. In 3 years down the line you got to renew CCNA ID anyways hence, CCNA security is a good choice. Also, CCNA VOIP is a demanding course but I would suggest you to prepare for CCNA Security.
