It is possible to pursue 2 courses together, however one has to decide which course to pursue as a regular mode of learning and which from distance / correspondence.
As for choosing the best, you can consider parameters such as Faculty, Course Material, Quality Education, Fees, Accreditation, Infrastructure and Success Rate.

It is a difficult question to answer as both the topics are quite good in Canada and the top Universities also offer courses in Project Management and Supply Chain management.
