If you opt for integrated courses (B.Tech + MBA), then you can. It is a 5 years course. On completing it, you get B.Tech as well as MBA degree. However, very few colleges in India provide integrated courses. So, with a limited number of seats, it is a tough game to get through. Otherwise, you have to complete B.Tech first (4 years) followed by MBA (2 years).
Hope it helps.

If your ultimate goal is to apply for civil services then opt for same subjects in graduation that you will opt for the civil services i.e. if you are going to opt for science related subjects for civil then opt for B.Tech otherwise opt for some other course in graduation. There is one more benefit for opting the same subjects, your foundation will become strong and you won't be totally new to the subjects in civil services.
