CBI is an integral part of the system in India and to get into these services, one requires to qualify the Civil Services exam for this purpose.
The minimum eligibility required to write these exam is a graduate degree and the maximum age limit is 30years.

As you are interested in pursuing your Masters from Germany. I would like to say that Germany is a very good option as Germany is one of the countries known for technological advancements, specially automobiles.
Few good universities that might interest you are FH Aachen - University of Applied Sciences, RWTH Aachen University, Esslingen University of Applied Sciences, University of Applied Sciences Osnabruck. etc.
For admission you might have to give GRE and IELTS / TOEFL.
Also I would suggest you if possible go for a German language course. It may not be mandatory for you to learn the language for the course but will help you to find a part time job. A student in Germany can work 90 full days or 180 half days.
After completion of the course, you are allowed to stay back in the country for 1 year to look for a job and then you can convert your student permit to residence permit for gainful employment.
