Sales marketing is a core field and is always in demand, having experience in this field and yet making a transition to a different field would be quite a task.
On the other hand, HR is another core department of every organization and is one of the most important departments which deals with the over all manpower related domain. If you are keen to opt for the course in HR, it may not be as paying as compared to sale Marketing but definitely is highly a stable field.
There are several institutes offering MBA in HR which would be a better course option as compared to a diploma.

To apply as a student, you need to take admission in a university in Canada. It's a better option to apply as a student first and then for a Pr after graduating because chance of getting a PR increase this way. If you apply for a PR directly, i believe it will be difficult to get a PR.
