If you are interested in post graduation then you should for it. But I should warn you that in the civil engineering world, experience counts more than the number of degrees you have. You won't have any special advantage if you have a Master'sb degree. Post-graduation in civil is good if you want to focus on a particular subject. This is just my opinion.

If you are looking for a government job in future then I would suggest you to go for IBS Hyderabad, Dehradun or Jaipur as these institutes are providing proper MBA degree and they are also government approved.

It is never too late to start. Start by refreshing your fundamentals. Follow your basic physics, chemistry, mathematics books. The best way to start is, refresh the chapters you are good at first. It will give you plenty of confidence and you can move to other chapters after that.
My suggestion is, read the overviews first for all possible chapters you are willing. Then start details one by one. In a month, you can really feel positive approach and confidence.

If you hold MBBS degree you are eligible to pursue a masters in medicine. You may have to take department specific examination too.
