Try Ajay Kumar Garg College, Ghaziabad. It is one of the best private college and takes admission on the basis of marks scored in boards! Jaypee takes in admission based on ranking of JEE. As you told that your marks are low, that would be difficult to get admission in this college.

Since you are completed your 12th standard and appeared for Arts it is better to go into BA. There are so many fields you can appear after 12th like B.Tech, MA, B.Com, BBA, B.Sc etc all these fields have their own advantages and have their own principles. IT is all bout your interest in choosing the sector and what you want to become in future. If you are interested in arts then go for BA else B.Tech will be better for creating yourself in various kinds like to build your inter-personal skills, communication skills, technical skills as well as extra curricular activities management skills.
