Hello Shivani Sri, ECE is about electronics and how the different electrical components (Microprocessor, RAM etc) communicate with each other. It has more Physics in it. There is a little programming involved but not much.
CSE deals with telling these components what to do and when to do it; by programming them. It has a lot of logic involved and Maths too.
At the end, it is you who can decide which course to pursue, it is better to choice the branch YOU really want.

To become an education counselor, you should have passion for education and patience in your nature.
You can start your education with BA in psychology then you can pursue MA in counseling psychology. Even with any stream knowledge up to its Masters degree, you can start doing counseling but for that, you should have a thorough knowledge of different programmes.
Pitch a right programme to one person with his/her caliber, passion and interest is a challenge and skill but that approach would come in you over the years of experience and knowledge.

As a student of IIT Guwahati, I can assure a healthy nice environment at IIT Guwahati as compared to Dhanbad. Same is the case when it comes to reputation. I would suggest taking CSE only if you are extremely oriented to the branch. At IIT Guwahati, you can also try for a branch change after 1st year. All the best.

That means you have to spend minimum 6 years in both ways to earn a graduate degree in engineering. But pursuing engineering programmes after Polytechnic education carries definite advantage.
