The minimum percentage in 12th board exam is 75% for general category and 65% for SC, ST and PWD candidates. They would ask for the overall percentage so that your total marks are not a factor in this calculation.
You need to have 75% or be in the top 20 percentile that is you should be in the top 20% candidates in your board. This is the required condition.

There is no particular strategy or timing for the CAT examination. It depends on how good are you at different sections of the examination. Generally, a person who is good at QA and verbal ability will require less time to prepare.

The issue is still under discussion with All India Council for Technical Education (AICTE). There is no announcement on its implementation plan yet.
