Yes, a student can prepare for both exams at the same time. If you are good in Math and Biology but cannot decide which to choose, JEE or NEET take PCMB and perform simultaneous preparation for both exams.

Yes, 12th score does matter if you have to appear for the NEET exam. Minimum Marks to apply for the NEET exam: Candidates must secure minimum 50% marks (GEN), 40% marks (SC/ST/OBC), 45% marks (GEN PH) & 40% marks (SC-PH/ST-PH/OBC-PH) taken together in PCB subjects.

Admission is done through Tamil Nadu Engineering Admissions (TNEA) counselling based on the marks obtained in 10+2. Minimum Eligibility to Apply is that candidate should have 50% marks in class 12th with mandatory subjects like Physics, Mathematics, and Chemistry. You are good at maths, but still failed. Quite surprising and no, without a strong mathematical background, you cannot possibly study what you want. You should consider retaking the exam and improve your scores significantly to be accepted by universities abroad. If you are really into astronomy I will suggest you take online courses a MOOC. This may help to further advance your studies.
