I know of only one option here. In States, I know of fee reimbursement by Governments and students are benefitted a lot. For BTech and MBA, this is proving a boon. Please, examine my idea and find out whether you can pursue MBA in regular colleges, under fee reimbursement scheme.

Admission to MBBS in countries like Russia, Philippines, Poland etc. is done on basis of your marks in PCB in 12th board exams.
Minimum 50% is required. You can apply directly. No exam is required.
Russia is a good option.
You can take assistance of a consultant who can help with you the admission process, visa process etc.
It is important to select a good university. Do your own research before enrolling.
