Since you are not interested in doing B.Tech, you are only left with B.Sc in physics. You can do the same from Delhi University, BHU or Maulana Azad College-Kolkata.

The best of all is Technical University of Munich. The tuition fees is 129 euros/semester or Rs 20640/year, which is affordable.
Before applying, you must have a German language certificate with good points to prove your knowledge of German. In Germany, the universities ask for 13 years of education but in India, we have 12 years. So if you want to do Bachelors, then spend 1 year at a college in India or do Studienkolleg of the respective university.

Hello Gopal,
From this year, ranking will be decided only on the basis of the marks scored in JEE Mains. There will be no weightage for marks of 12th. However, it would be used for deciding eligibility.
