Yes, you can apply for B.Sc. MLT in private colleges through management quota. But you can not get admission in any government colleges without the entrance exam.

I am assuming you to be of general category.
You have not really mentioned which percentile you are talking about JEE or boards. Secondly, you can take up GATE for chemical engineering but CSE without management quota is tough for you.

Yes, you can get admission in COEP for B.Tech courses directly in the second year, if you have completed your Diploma. You just need to appear in the lateral entry entrance exam for the same.

While mostly colleges offering Environmental Science courses don't give the flexibility of choosing unrelated subjects say Maths and Environmental Science.
