As your financial condition is not good, so you should either go for b tech in private colleges of west Bengal or Bhopal. In these places, engineering fees are not too high. Select the location as per your convenience.

With 9800 rank in JEE Advance, you will get good branches like electrical, mechanical, civil at ISM DHANBAD, IIT BHU. If you get a rank between 6000 to 8000 then you can get IIT Delhi with branches like civil, electrical, mechanical, etc. You should work hard for JEE Advance to get into good IITs.
