You have decent PCM score and Average Board Percentage. Moreover, it depends also upon how well your interview went.

As far as your admission in Tolani is concerned a decent PCM percentage would be anything above 60 %. If you score nearly between 40 to 50 in TMISAT, there's a high chance of you being appreciated. IMUCET rank below 2000 is always acceptable and reputed .

Yes, surely you can get either Mumbai or Delhi. As most of the Delhi seats are occupied first, then the other colleges come in. But you could surely get Delhi as you have a good rank.

It depends on your caste category and the state under which your medical college comes.
At my time (till 2 years ago), it was around 22,000 rupees per year tuition fee and few hundred rupees as extra fees (college related expenses) for an open category student.
For an OBC, it was about 2,000 rupees per year.
For SC, ST, NT and similar category, it was almost free (few hundred or so for college related expenses).
As far as I know, now the fees have doubled.
Also, the hostel fee was also negligible, about 5-6 thousand rupees a year.

Yes you can surely get admission in NIT Rourkela as well as other NITs as you have scored a good rank in any preferred branch depending upon your choice. The placements here are good. The companies come and accept the students with good packages. PSUs recruit with the highest packages. Renowned companies visit the campus. The branch has an average package of about 5-6 lacs per annum.

The first question I would like to ask is which field are you aiming to pursue at because that would give much more clarity. Keeping that aside SPIT would be what I would recommend since it has become autonomous. Apart from it the campus is really great while DJ Sanghvi provides really great infrastructure. My advice would be if you get SPIT first go for it and then go for DJ Sanghvi.
