With a state rank of 2196 you might not be able to get into NIT Surathkal, atleast in the more sought after branches. So you can apply but should not bank upon it. Apply in other colleges also.

You should pursue MSW (Counselling) or M.Sc. Counselling Psychology.
After that you may also look into 1 year Pg diploma in counselling from NCERT
