Yes, that's true. The classes will start from 1st August and there will be really few students as Jamia will probably release 1 more list, that is, the second list.
But don't worry, no such studies would be conducted. The classes will be a time pass as the teachers will try to stretch them till August end. The admission finishes fully in the first week of September.

In that case, I think you have to clear an entrance examination (written+interview or interview only) of the respective institution (s) or university you are aiming for. Some also depend on the merit list based on your previous qualification (s), marks in Bachelor and Masters level study. Also, there is sometime some DST-inspired projects available for which institutes and universities seek for candidates. JEST exam is also another high level acclaimed exam to pursue Ph.D., though it is mainly for the Science subjects. With JEST, one can even have wider and richer variety over NET-approved institutes/universities.

The NET Exam is conducted every year and several candidates appear in the exam every year. The cutoff marks for JRF and Lectureship is different. The JRF Exam Cutoff is generally high as compared to the Lectureship.
If you clear the JRF cutoff, you are entitled or the JRF Scholarship for Research and Studies and if you clear the NET Cutoff (not JRF) you can avail career in the lectureship and Research by the NET scorecard.

Good possibilities, in my opinion, are Chandigarh University of Architecture. In terms of architecture, Chandigarh University is ranked 19th by NIRF 2022. The institution administers the CUCET, a national entrance exam, for enrollment in the B.Arch programme.
