You can pursue dual degree of M.Tech. & Ph.D. from JP University solan, Guna & Noida. However, it can not be part time and distance mode is not approved for technical degrees. Ph.D. involves systematic literature survey, problem formulation, simulation and experimental work. In your case, being a CSE graduate, you would be required to to work in software coding, testing, evaluation and validation process. As per UGC guideline, for admission to Ph.D., you will have to appear in entrance exam and then complete the 4-6 month credit course. Part time Ph.D. then can be followed.
Abroad, dual degrees and direct Ph.D. after graduation, both are available. University of California, Illinois, Berkeley, Texas etc are some who offer this. But you will have to first clear GRE (subjective) which is tougher then GRE and then be able to produce some published work in international conference or journal.
