IELTS stands for international english language testing system and toefl stands for test of english as a foreign language. both are same in terms of testing process which tests the listening, reading, writing and speaking. the only deifference i could see is the band system followed in IELTS and marking system in TOEFL. for more info check the following links

i would suggest you to work hard in current degree, get very good marks, make up good profile, clear GRE with great score something above 1450 and you may get colleges like CALTEC which has strong internship relations with NASA.
