since you are doing BSC , at graduation level one must study wide scope of subject and at post graduation level one needs to take narrower branches or specialisation. Therefore you should opt for BSC and must prepare for competitive program.

IRS exam is a part of civil service exam conducted by UPSC. subjects are selected from the list of subject provided by UPSC and for this list you may go on official website of UPSC and there is no boundation to choose a subject, you may choose any subject of interest from list.

Admission to Eco (H) would vary from College to College, some colleges will take best 4 and consider Math as one of the subject some will take best three and may or may not require Math as a compulsory option, so you need to check with various Colleges to know which college requires Math and which doesn't.
