Every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue undergraduate degree form universities in Canada you need to have:
Good academic record, preferably 60%-70% plus in 12th.
TOEFL score of 80-90 plus or IELTS score of 6-7 bands plus.
Please note some universities may even require SAT score.

CA Articleship has to be for 3 years. And you can pursue CS along with it but you should be sure with the reasons as to why you wish to take it up.
Scope of CS is limited to account maintenance and corporate secretaryship while with CA you can have a career in taxation, auditing, financial analyst, etc.
So think over and take a wise decision. As for the duration of CS, it will take 3.5 years.
