B.Tech-Biotechnology has a very narrow and specialized opening as far as career is concerned. Whereas, computer science has a very wide career opening as thousands of Indian IT companies require software professionals. As a 12th pass, you may not be aware what your dream means and you are not even aware of subjects details of biotech. There is no question of fulfilling my dream-parents dream. The big question is which path may offer you best possible career with better probability. In that case, CS branch would win hands-down.

B.Sc.(H) from Ramjas is good as it is one of the prestigious college of DU but you should resort to this only if you have M.Sc. & Ph.D. in mind for future. A good academic or research position as a career would be available to you. However, B.Tech. can give you a career in 4 years time provided you proved to be a good student. Engineering has assured career even for average students whereas the same can not be said about B.Sc. and neither the career available through B.Sc. is equal of B.Tech.

Complete your MBBS in Russia and get an internationally recognized degree that is equal to a degree received in any European country (as per the laws of the Bologna Convention) and practice in India or whichever country in the world like thousands of our Indian students (more than 50% girls) are already doing.
Finish your entire course in INR 12 - 15 lacs (universities being government universities and hence fees subsidized by the government)

in 14000 State Rank you doesn't get any government College. What you can get is some Avergae Private colleges of haryana like ITM . Lingaya's , Manav Rachna , GITM Gurgaon, WCTM Gurgaon E.T.C
