Even to get a Job of Peon and Sweeper in government job you have to clear the Entrance test. you are talking about Forest range officer are you mad . to get post of forest range officer you have to clear the Entrance of Indian Forest Service Conducted by UPSC in Which Person Must have Graduation Degree in Science that is B.Sc or B.Tech. No One Ask what your percentage in class 12th . What Matters is your Score in Entrance Test.

There is no such authentic list of institutes that i can give you. You could do well to create a list of places you may want to learn at, whether they are in your city or not. Then go to their websites and research about them, and even call them and talk to them. Try their website for more details. Eligibility-

Post diploma in a particular stream give a specialization in that particular stream or subject.
But i will say you should go for master degree after B.E as Master degree has more weight-age as compare to diploma.
