Yes, you can appear for the UPSC (Union Public Service Commission) and MPSC (Maharashtra Public Service Commission) exams with a 12th and Diploma qualification. However, these exams typically require a minimum of a bachelor's degree from a recognised university. 
The basic requirement for giving the UPSC exam is graduation, and your marks don't matter. You can give the exam in your final year.

As one may guess, BBA general is a generalized course, BBA banking and finance) is a specialised course. If you are clear you want finance and banking sector then choose it because when you hunt for jobs definitely you have an edge over the others ( for finance functions and banking related opportunities) who have only done general. You will have an in depth knowledge in the chosen specialisation. However, if you wish to pursue an MBA later once you have your mind set on which specialisation etc., then BBA general should be good for now. Check colleges and cutoffs, etc. Before making the decision too. Wish you good luck.

Eligibility Criteria for admission to M.Sc in molecular biology and biotechnology in Kalyani university:
Students having B.Sc. with honors in any branch of Life Sciences and Chemistry are eligible for admission. Candidates must have Chemistry or Biochemistry either as honors or general paper in undergraduate course and papers on chemistry (and/or biochemistry) should constitute at least 15% of the total marks allotted in undergraduate level.

There is no such fixed cutoff, other than a minimum of 75% required to apply for the course. Some courses like the Mathematics and Physics have an entrance test. In other streams, the cutoffs can be expected 92-93 for state boards and 95+ for ISC/CBSE candidates. There are secondary merit lists too and four different categories to apply from. All information regarding admission is available on the website. Hope it helps!
