Well it is not advisable to pursue Bachelors from Germany as you might have to go for a 1- 1 and a half year bridging course or have to clear the university entrance exam.
However, the best option for you can be to pursue your bachelors in India and then apply for your Masters in Germany.
For more information on scholarships and education in Germany, I would suggest you to visit the nearest DAAD office. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
