Dear Student,
No it's not necessary that you opt for ECE in M.Tech., you can opt for whatever branch you are interested in.
But do keep one thing in mind that you will need to put in a lot of effort for studying the core CS curriculum at PG level with subjects likely being Compiler Designing, Neural Networks, etc.
But surely you can move ahead in your are of interest.

For being a good Medical Transcript, you need good English understanding skills but there are no such requirement of IELTS course if you already are in Canada. If you wish to move to Canada for this course, you need to have good English score.

Depending on your career interests you can definitely pursue Medicine provided you stand eligible for the same and qualify admission procedure for the same. But other than just restricting yourself to MBBS, you can opt for other courses as well. With a Diploma to your profile you cannot pursue Masters directly, for this having a graduate degree is important. In this you can look for various courses like B.Pharm, B.Sc in a field of your interest, Biotechnology etc.
