Although you can go for your graduation through correspondence but if you are planning to do it in Dubai, then you need to look for the Universities which have study centres in Dubai. Moreover, I would suggest you to go for open Universities as they genrally dont have upper age limit for a degree. You may check in the following Institutes:

As far what I know, to be eligible to pursue M.Sc in IT you would require a similar degree in graduate level i.e. a B.Sc IT and that you would required to have studied Science with Maths in +2 level.
Bharathiar University (School of Distance Education) offers M.Sc in IT and M. Sc in Computer Science through the distance mode.You can apply to this University provided you stand eligible for the course.

If you have already done a post graduate diploma program in HR and you are still working then I dont see any reason why you want to go for an MBA online program or an MBS part time and if you want to get a Masters degree just to add on to your CV then I would suggest you to go for an MBA through correspondence. There will be Institutes which will take you as you have Post graduate Diploma. Online degree programs will not hold any value. MBS part time can be considered only if it is considered equivalent of MBA in job market, which I am doubtful of.

If you are to get admission into engineering colleges then you should be appearing in the Lateral Engineering Entry Test for your state.
Also you will be able to get admission in engineering colleges of other states for the seats reserved for other state candidates, and for that you might need to appear for the respective state's exam as this varies from state to state.
