Hi,
There are several government. hospitals with the Optometry section as well and this is where you can apply with the option of clearing the admission or selection procedure.
Also after completing your graduate course, you can take up IMS under UPSC i.e. Indian Medical Services.
The notification of both Government jobs and UPSC will depend on the advertisements released in the papers like Rozgaar or Employment news.

There is no part time PGDM course available. The PGDM course is full time 2 year course. There is one year PGPM course which is for candidates with minimum of 5 years work experience. Cut off for FMS Delhi was 98.54 last year. If you score 98+, then depending on your profile, you might get shortlists from MDI, new IIMs, etc,.
With good percentile, you should have good profile as well.

Last year the cut off at GIM were; XAT 80%-ile, Cmat 96%-ile and Cat 90%-ile so I recommend you please follow the deadlines at http://www.gim.ac.in/2015/how-to-apply.php and apply with appropriate exam/s before the deadlines.

Generally cut off varies from year to year. It totally depends on the total number of applicants and their score range. To be on the safer side you need to score at least 70-75+ in snap 2015 to get a call from SIBM Pune, SCMHRD Pune and all other symbiosis institutes.
Try to get a call from SIBM Pune and SCMHRD Pune because these two are the best institutes of symbiosis compared to all other.
