Hi Yash,
I would agree with Nikhlesh Mathur that a film makers do not have salaries. Rather, a good film maker would work for appreciation as they make films that would educate the society and not for mere entertainment!
To start your career in film direction it is necessary for you to gain knowledge about the basic aspects of film making such as Direction, Cinematography,Camera angles, market demand as in what type of films or T.V. shows are in, etc. So i would suggest you join some course related to Film making and direction so that you gain the relevant knowledge. As you are interested in Civil Services, you have to give the UPSC exams conducted by the govt. of India. The minimum requirement is graduation from a recognized university and the age eligibility lies between 21yrs-30yrs. In UPSC their are two stages that you need to clear-CSAT and main exam. .
