Understanding of a deemed university is as follows.
1. It is autonomous in the sense of setting its own educational agenda (courses, syllabus, teaching methodologies etc.)
2. It is administratively autonomous in the sense that it does not need to abide by the rules and regulations of any other university on adminstrative matters.
3. It can award degrees under its own name, instead of that of an university to which it is affiliated.
4.It cannot be an affiliating university in the sense of allowing other institutions to affiliate themselves to it.
5.It cannot be a purely teaching institution. Research has to be an integral part of its activities.
There are private and publicly owned deemed Universities. IITs are publically owned, but Shiv Nadar University or Lovely Professional University is a privately owned deemed University.
An institution is declared as a 'deemed to be university' by the Central Government under Section 3 of the University Grants Commission (UGC) Act, 1956 on the advice of the Commission. The Commission has laid down guidelines for considering proposals from institutions. These guidelines, inter-alia, provide that the institution should be:
1) generally engaged in teaching programmes and research, which are innovative and of a very high academic standard;
2) capable of furtlaer enriching the university system;
3) competent to undertake application-oriented programmes in emerging areas of knowledge;
4) generally, in existence for ten years or more; however, those institutions which impart education in emerging areas with promise of excellence can be considered for a provisional status under the 'de-novo' category;
5) financially sound, and also create a corpus fund as prescribed by the UGC.
Universities under Section 2 (f) of the UGC Act, 1956 as well as those institutions declared as 'deemed to be universities' under Section 3 of the said Act, enjoy similar academic powers of teaching, research and examination, and conferral of degrees or other awards, however, only universities created by legislatures can affiliate colleges and institutions 'deemed to be universities' can have their constituent units under certain conditions specified by the UGC. All universities created by legislatures, as well as institutions declared as deemed to be universities are required to maintain standards of education, as prescribed by relevant laws.

The options are unlimited, as you have done your class 12 with science. But as you are not interested in MBBS, with the combination of biology, physics and chemistry you can take up agricultural science, dairy science or biological sciences (biochemistry, biotechnology, Microbiology). Apart from doing the degree level courses in science with the conventional combinations you can also choose degree courses in several emerging professional areas, such as physiotherapy, occupational therapy, nursing, computer, business administration, hotel management, tourism management etc. you can also opt for courses outside the university stream, such as hotel management, fashion technology, industrial design, packaging, aircraft maintenance engineering, government accredited computer courses and a host of post 10 + 2 level vocational courses. For pursuing a course in engineering you should have Maths as compulsory subject in 10+2. However, All India Institute of Medical Sciences, New Delhi, Website: www.aiims.ac.in or www.aiims.edu, offers B.Tech (Biotechnology) with Class XII with Physics, Chemistry and Biology. To get admission in the top medical college in India you would need to score above 90% in 12th and do very well in entrance exam.
With a PCM combination of subjects, you can pursue almost any field you set your mind on. You can ofcourse do Engineering which is a professional degree and has streams such as Electrical, Mechanical, Electronic and Communication etc. You can do your graduation in subjects of your interest, even switching to Humanities or Commerce streams if you so desire.
You can do a BCA (Computer Applications), BBA (Business Administration), Law, Civil Aviation – Pilot, Astronomy, Architecture, Design, Mass Communication, Merchant Navy, Defense Forces, Psychology, Civil Services etc. To decide on the course, you should analyse your strengths, career goals, interests, personality, aptitude and ability. If you decide based on these parameters you will put in your best effort and will be successful in your chosen field.
