For civil services, engineering is absolutely not required. It's a different thing that engineers and doctors are also appearing for civil services and wasting that valuable seats in IITs and medical colleges.
In civil services aptitude test, you are expected to know multiple things such as history, freedom struggle geography, economics, science, current affairs, reasoning, etc. and in mains, you have the same thing and English and then main 2 subject which you can choose in that you might have done in your graduation or any subject that you like. So, engineering is absolutely not necessary.

Somehow, it is impossible, but some below average private colleges are accepting students to their MBA programmes, without CAT. You may look for the same. They are taking admission on the basis of normal eligibility criteria.

In case you are joining a course which is being run by a recognized UGC approved university, you do not have to fear whether it is AICTE approved or not. The main aim after doing the course is one or more of the following:
To have a legal, legitimate and valid degree
To join public sector
To join private sector job
To study further in India or abroad
To be self employed
If you are joining a UGC approved university course, even if it is not approved by AICTE you will not suffer on any of the above accounts. Another point is that universities DO NOT require AICTE approval compulsorily, even if they might apply and take approval to add another
