Yes, however, I would advise you to do CA while doing graduation only. Also, BA and CA is rare and not so sought or favorable combination. Instead, you should do CA and B.Com in accounts and finance or B.Com in financial accounting specially designed for CA by the University of Madras and IGNOU

Hi Nishant, you cannot apply to German university after 12th. They require 13 years education. I will advice you to first check directly with the universities or DAAD officials for acceptance of NIOS qualification and then enroll into a Bachelor degree programme, complete the 1st year with good grades before applying to a German university. You may not be eligible for B.Sc agriculture as requirement for this in most of the universities is 10+2 with physics, chemistry, biology and mathematics. If you look into Dr Panjabrao Deshmukh Agricultural University, you need to study physics, chemistry, biology and mathematics and if you have not studied mathematics, you are still eligible but have to go for another additional course. However, you are eligible for B.Tech in agriculture as well as for B.Sc environmental science.
