Migration can be done from one university to other university only after completion of the degree. It can not be done in between of any degree program. Only college can be transferred from the same university.

Better do B.Tech from IP. it is much better than B.Sc from DU. IP has lot of Good Government and Private colleges Form where you can easily get Good Placement.

Your rank is good. You look out for colleges near your home town. Govt colleges have good infrastructure, experienced professors and low fees. Prefer them. (I ask you one question - Which stream and which college is your preference ?)

Hi, Courses commence in September. You need to apply through UCAS and the last date is 15 Oct of the preceding year. You have the provision of applying to 5 Universities and UCAS charges GBP 21 for it. If you apply to cambridge you can not apply to Oxford.
Whether you qualify for the course or not, you will be informed. As you would not have got your results when you make your application, you will be given a conditional offerif you qaulify. you will need to submit your scores when you get your results. IT will be specified on the letter how much percentage you need to have to be able to secure admission.
